  User Management in Merak Mail

You can now see the tabs across the top Domains, Options, Misc, B&W, and Information.

Options Tab in Merak Mail admin

Merak at the admin level you can leave these values set to zeros here then by default they will be at the machine level values.

Trying to give your users more will not work as the global settings on the server will hold it at what the machine  system administrator set them to.

Miscellaneous Tab in Merak Mail admin
This would allow you to add headers and footers to your emails that pass through the server. Though there are many ways to do this including your mail client software.

B&W Lists Tab in Merak Mail admin

While you can edit black and white lists here you can also do it at the client web interface.

B&W Tab Domain Server Rules admin
This does however allow you to set a global domain rule that effects all users under this domain. This works well when you want to white list a domain that might be on a web based black list and you want to make sure all users can communicate with this domain no matter what list they are on.

Information Tab in Merak Mail admin
This tab is really straightforward and provides details about the mail domain.
